His team consist of level 43 Blissey, a level 43 Baapapa
, a level 44 Lickiroyal 
and a level 47 Ponpoki (seen here).
Victory against him will earn you the Mignon Badge and TM 68 (Giga Impact).

Ooh, nice pic. I especially like the rear-view pic of the gym leader.
For some reason I always thought Ponpoki was small, like Poochyena-size. O_o Guess I wasn't paying attention to its height when you posted its profile.
Also for the record, Beau is the name of my milotic on Pearl.
